"I'm just sayin'...

   One of the more interesting phrases has to be, "I'm just sayin' yadda yadda yadda," which is accompanied by sideways glances and a slight step backward.
   Well of course "YOU are saying," as I can see the words emanate from your mouth. What? is there a ventriloquist in the room I don't see???
   No — I'm afraid no one is "just sayin": I think the speaker may be a tad fearful about what the response might be {no doubt a negative one} but is too timid to step directly into it.
   So — just say it; there's no need to preface what you're going to say with "I'm just sayin' ....
